A "BRIEF" summary?
That is impossible to achieve as there are volumes to be tackled. The place is absolutely full of art, history, literature, music, dance, amazing architecture and monuments. It is one of the most civilised places on the planet and is known the world over for the exquisite cuisine cooked there, its wines and regional specialities.
It also depends on what aspect of culture you are interested in as it is such a vast subject.
It depends on where you go. In Paris people are snobby (even to french speakers), and constantly in a rush. Dont be suprised if you have a rude waiter. Else where however, people are nice. They dont like people who over exclaim that they are American. The fashion is different - people dress nicely and dont go out in sweats or non fashionable things. French people love to drink wine at lunch and dinner, and there will always be cheese following the main meal. If you try to speak the language (except in Paris) people will be nice about it and help you out.
The cities look old - but thats because they ARE old. Its not like the states where you see new buildings everywhere. The french are proud of their cathedrals and other buildings, and they will not look as rich as the ones in the states do.
The french are proud people - almost like how Americans are proud to be Americans, but its different. The french dont rub in what their nationality is....they keep it discreet.

The French are cultural snobs, they think they are the centre of the owrld of culture,art,fashion etc. In fact they are rude,very lazy and live in the past,always talking of the great historical past. They are generally very inward looking and selfish,and act very childlike, they are unaware that there is a world outside and that it is now the 21st century.
Obviously there are exceptions, but I've lived here for 5 years and that is my experience.
